What You’ll Be Driving

Responsibilities Include: 

  • Producing accurate financial reports of the product, departmental and organization and adhere to specific deadlines.  
  • Analyzemonitor and report on the company’s actual performance. 
  • Liaising with auditors to ensure proper compliance with all regulations. 
  • Conduct reviews and evaluations for cost-reduction opportunities. 
  • Oversee operations of the finance section, set goals and objectives, and design a framework for these to be met. 
  • Examine financial and legal documents (eg customer and vendor contract) to verify accuracy and adherence to financial regulations and acceptable financial principles and to safeguard the interest of the organization. 
  • Work with shared service units within the group. 
  • Filing of quarterly GST, annual tax return, property tax and whole holding tax for international business. 
  • Work with the regulatory team for the future filling financial data with the IMDA.  

 

Requirements  

  • Proven experience as a Financial Manager.  
  • Extensive understanding of financial trends both within the company and telecommunication industry.  
  • Proficient user of SAP and Microsoft software (word/excel).  
  • Strong interpersonal, communication and presentation skills.  
  • Able to manage, guide and lead employees to ensure appropriate financial processes are being used.  
  • A solid understanding of accounting principles.  
  • Working knowledge of all statutory legislation and regulations.  
  • Degree in Finance or Accounting. 
  • Professional qualification such as Chartered Accountant will be considered a plus.

ROLE OVERVIEW

The Head of Human Resources is the principal architect and steward of SPTel’s people strategy, culture and workforce capabilities. This role carries end-to-end accountability for HR strategy and operations, spanning talent, performance, rewards, learning, employee relations and compliance. Reporting directly to the CEO, this role is a key member of the senior leadership team and plays a central role in building a high-performing, engaged and future-ready workforce. This is a hands-on leadership role in a unionised telco/tech environment, ideal for a seasoned HR leader who is commercially astute and thrives at the intersection of strategy, operations and employee relations.

KEY RESPONSIBILITIES

HR Strategy & Leadership

  • Develop and execute a comprehensive HR strategy aligned to SPTel’s business objectives, growth trajectory, and digital transformation agenda.
  • Act as a strategic partner to the CEO and senior leadership team on organisational design, workforce planning, succession planning and leadership capability.
  • Provide strategic counsel on people risks, workforce trends and regulatory developments impacting the telco/tech sector.

HR Team Leadership

  • Lead, coach, and develop the HR team to deliver high-quality, business-aligned HR services.
  • Build bench strength within the HR function and foster a culture of professionalism and continuous learning.

Talent Acquisition & Workforce Planning

  • Own end-to-end talent acquisition strategy, including workforce planning, employer branding, sourcing, and selection.
  • Partner business leaders to identify critical skill gaps, particularly in technical, engineering, and digital domains.
  • Ensure recruitment practices are fair, compliant, and aligned with collective agreements where applicable.
  • Drive onboarding frameworks to accelerate productivity and engagement of new hires.

Learning & Development

  • Design and implement enterprise-wide learning and development strategies to upskill the workforce in line with business and technology needs.
  • Evaluate training effectiveness and ROI, ensuring alignment with future skill requirements.

Performance Management & Talent Management

  • Lead the design and execution of performance management frameworks that drive accountability, development, and results.
  • Oversee talent reviews, succession planning and high-potential development programmes.
  • Ensure fair, transparent, and consistent performance and promotion decisions across the organisation.

Compensation, Benefits & Payroll

  • Development and implementation of compensation and reward strategy to ensure market competitiveness, internal equity and compliance.
  • Provide strategic advice to senior leadership team on compensation and benefits matters, ensuring compliance with labor laws and regulations.
  • Oversee annual salary reviews, incentive scheme and job evaluation frameworks.
  • Ensure accurate, timely, and compliant payroll processing, CPF contributions and statutory reporting.

Employee Relations & Industrial Relations

  • Lead all employee and industrial relations matters, including union engagement and collective bargaining.
  • Serve as the key point of contact for unions, fostering constructive and collaborative relationships.
  • Provide guidance on grievance handling, disciplinary matters, dispute resolution and investigations.
  • Foster a positive employee relations climate built on trust, transparency and collaboration.
  • Ensure compliance with Singapore employment and industrial regulations

Employee Engagement & Culture

  • Build a strong organisational culture that supports accountability, innovation, collaboration and service excellence.
  • Drive employee engagement strategies, surveys and action plans to strengthen morale and retention.
  • Champion initiatives related to wellbeing, inclusion, communication and workplace harmony.

HR Operations, Governance & Systems

  • Establish and maintain robust HR policies, frameworks and SOPs.
  • Drive continuous improvement and digitalisation of HR systems and processes (e.g. HRIS, analytics).
  • Ensure strong HR governance, data integrity and audit readiness.

REQUIREMENT

  • Bachelor’s degree in Human Resources, Business Administration or a related discipline (postgraduate or professional HR qualifications are an advantage).
  • Minimum 15 years of progressive HR experience, with significant exposure to the telco, technology, or adjacent industries.
  • Proven experience leading HR in a unionised environment, including collective bargaining and industrial relations.
  • Demonstrated track record of partnering C-suite and senior leadership.
  • Strong hands-on experience across the full spectrum of HR functions from talent acquisition to payroll and L&D.
