Ernest brings more than 20 years of ICT experience leading various functions in Singapore and across the region. Prior to joining SPTel, as the Head of Enterprise Account management at AIS, he played a pivotal role in building the strategy and growing the Enterprise business during his 11 years in Thailand.

During his stint with AIS , he started the first digital roadmap and direct sales channels for the SME segment, implemented and put in place a successful account management practice and helped expand AIS’s enterprise portfolio from largely mobility to ICT services such as fixed connectivity, cloud and ICT solutions.

Mr. Lee’s experience covers every segment of the telecommunications business, from consumer, SME to Strategic Global accounts. His knowledge of the telecoms industry and strong business acumen enable him to establish strong partnerships with his customers and business associates.

As Deputy CEO, Mr. Lee is responsible for the growth of SPTEL’s business in connectivity, ICT solutions and managed services. He currently leads all go-to-market strategy and operations for SPTel.

Mr Tan Choon Chai is a veteran in the Telecommunication and Technology industry with over 20 years of experience in product development and management, business strategy and execution, end to end customer experience and design innovation, business process transformation and IT digitalization.

He has an extensive portfolio experience across various technology and solution domains including Business Digitalization and Automation, Software Defined Network (SDN), Cloud Solutions (XaaS/CDN/Virtualisation), Data Centre, Mobility, Data Networking and Cybersecurity.

Teck Cheong is the Head of Operations in SPTel. His primary focus is in Service Delivery, Service Assurance, Infra Planning, Infra Implementation and Facilities Management.

He is a veteran with 30 years of experience in the ICT industry where he started his ICT career with Singtel as an engineer supporting the operation of traditional maritime communications. He eventually took up a dual functional role of engineering planner and provisioning manager and rolled out Singtel’s very first IP network over Satellite with its own ASN. As part of career diversification, he ran the Technical Assistance Centre providing technical support to domestic and international B2B customers.

Mr Chua Wee Sen has almost 20 years of experience in finance and has honed his edge in business partnering. Before joining SPTel, he was with StarHub as its Assistant Vice President of Finance, working with the Enterprise Business Group, ensuring business decisions and models are financially sound.

At SPTel, Mr Chua oversees finance-related functions as well as procurement, supply chain and bid management.

Mr Chua holds a Bachelor of Civil Engineering (Honours) from the National University of Singapore and a Masters of Professional Accounting from the Singapore Management University. He is a Chartered Accountant of Institute of Singapore Chartered Accountants.

Mr Heng Kwee Tong is the Head of Engineering and Customer Solutions at SPTel, handling key functions such as research, engineering design and implementation of enterprise network services, Edge Cloud and IoT.

He is a veteran in the Telecommunication and Technology Industry with over 20 years of extensive experience and led the implementation of IPTV and FTTH services in Singapore. He brings with him invaluable knowledge of the Telecoms and Technology industry. He has also spoken in numerous industry forums and was a member of IMDA Technical Standard Technical Committee as well as ITE Engineering and IT Academic Advisory Committee.

Mr Heng was also co-inventor of 2 patents in RFID and Sigma-Delta Modulation Code Division Multiple Access Receiver, and published more than 10 international journals. He has also recently published 2 White Papers titled “The Road to 5G Services” and “Accelerating Multi-Access Edge Cloud and IoT for Smart Nation”. Prior to joining SPTel, he was responsible for leading key initiatives in 5G transport and Software Defined Network (SDN) at a major telco.

Ms Susan Loh is a consummate and passionate leader with more than 20 years of Telecommunications experience in sales, product and business development.

Her career has spanned many exciting domains such as cloud computing, Software-as-a-Service (SaaS), cyber security and IOT. She has taken on leadership roles to champion Information Communications Technology (ICT) adoption with a team of SaaS and cloud computing sales managers through a 3 year ICT sales transformation project that focused on new revenue streams and deepening market share in emerging technology to achieve year on year revenue growth targets.

Most recently, she has spearheaded the launch of Singapore’s first IoT Platform as a Service (IoTaaS). This revolutionary solution enables IoT service providers to deploy solutions on a common platform, leveraging Edge Computing for ultra-responsive device performance, and, has been showcased at leading exhibitions such as IoT Asia. It has also won an award at the Singapore Business Review’s Technology Excellence Awards 2019 in the IoT Telecommunications category.

Ms Loh is effectively bilingual in English and Mandarin, and she has been a speaker and moderator at ICT industry events and seminars.

Kwong Leong is the Director for Business Strategy, Operations and Regulatory. He has over 16 years of experience in the Energy, Media and Telecommunications industry mainly focusing on business planning, sales operations and wholesale account management.

He was previously involved in business development as well as various automation and digitalisation projects.

James Chern is the Managing Partner and Chief Investment Officer of Seraya Partners. He leads the Investment Committee and is responsible for the overall investment strategy of Seraya. Prior to Seraya, James was a founding member of I Squared Capital and was also the head of Asia, managing director, and global investment committee member. He earned his MBA in Finance from Wharton School, University of Pennsylvania, and Bachelor of Architecture degree from Cornell University. He has been a guest speaker at the NUS and the Hong Kong University of Science and Technology. He serves as a board Member of Hwa Chong Institution and Hwa Chong International School.

Ivan Chern is a Managing Partner of Seraya Partners. Prior to Seraya Partners, he was a Managing Director and Executive Committee member of RRJ Capital, an Asia-focused private equity fund. He was with RRJ Capital for almost 10 years and served as a board member of several of the fund’s portfolio companies and was based in Hong Kong and Singapore. He received his Masters of Business Administration (“MBA“) from INSEAD and his Bachelor of Laws (Hons) from the National University of Singapore (“NUS“).

Professor Low is a senior advisor to Seraya Partners. He is also Professor and Senior Vice President (Sustainability and Resilience) at the NUS. Formerly the CEO of the National Research Foundation from 2012 to 2022, Professor Low has played a defining role in charting Singapore’s Research & Development (“R&D“) roadmap, promoting, managing and coordinating R&D efforts across the nation and driving the development and implementation of three national Research, Innovation and Enterprise plans, of which Singapore’s quantum landscape is a part. Prof Low was awarded the National Science and Technology Medal in 2004. In 2007, he was awarded the Public Administration Medal (Gold) by the President of Singapore for his outstanding contributions to the development of technical education and the management of science and technology for the nation. Prof Low is currently also Chair of the Governing Board of the Centre for Quantum Technologies, Singapore’s flagship national research centre in quantum technologies, and Co-Chair of Singapore’s National Quantum Steering Committee.

Mr Tan is a senior advisor to Seraya Partners. He served 34 years in the Singapore Administrative Service, holding various key appointments, including Principal Private Secretary to the then-Prime Minister, Mr Goh Chok Tong (from 1997 to 2000), and founding CEO of National Healthcare Group (from 2000 to 2004). He was the Permanent Secretary of the Ministry of National Development (from 2004 to 2011) and of the Ministry of Home Affairs (from 2011 to 2014). From 2014 to 2018, he was concurrently the Commissioner of Inland Revenue and the CEO of the Inland Revenue Authority of Singapore. Mr Tan was awarded the Public Administration Medal (Silver) in 1997 and the Public Administration Medal (Gold) in 2008 for his significant contributions to the Singapore Public Service. Mr Tan holds a Bachelor of Business Administration (Honours) Degree from the NUS and a Master of Public Administration Degree from Harvard University. He currently also holds the following major appointments:
