Bridging the Future, Redefining Connectivity Standards

An experienced business leader with 30 years of experience in the ICT space, Mr. Titus Yong is the chief executive officer of SPTel, an ST Engineering and SP Group JV.

He is responsible for growing SPTel’s B2B connectivity, digital and ICT solutions and launching Singapore’s first end-to-end software defined network (SDN) with end-end Digitalization of customer services.

Mr. Yong joined Singtel in 1998 and has held various Top Management positions within the company including an overseas post as VP, Business Marketing and Products Management at Optus Business in Australia. He also served on the board of the Hong Kong stock exchange-listed APT Satellite Company, SingaSat Private Limited and the Asia Pacific Satellite Communications Council.

During his tenure at Singtel, Mr. Yong, as Vice President of Business Sales, led the SME and Emerging Business division and spearheaded SME business digitalization enablement through the launch of the 99% SME campaign. This nation-wide movement garnered the support of many enterprises and industry alliances to support local SME businesses going digital via an eMarketing platform. Prior to this role, as Vice President of Global Satellite Business, he led a team of Advanced Space program specialists across Singapore, Australia, and Taiwan to successfully launch two satellite programs worth more than S$400 million to expand Singtel’s fixed satellite market from Asia to Africa. He also led Singtel’s foray into the managed hosting services market in the early 2000s and was responsible for conceptualising and implementing EXPAN, a Pan Asian network of twenty-four direct-owned and alliances’ data centres business.

Prior to joining Singtel in 1998, Mr. Yong served in various multinational corporations such as IBM, Sun Microsystems, and Citibank Global Technology.

Throughout his career, Mr. Yong has been a champion of customer experience improvement initiatives, leading multifunctional, cross-disciplinary teams to deliver year-on-year revenue and margin growth.

Mr. Yong earned a bachelor’s degree in Engineering and Communications from the National University of Singapore. He actively volunteers for grassroots causes, which included his roles as Chairman of East View Primary School SAC and member of the Kuo Chuan School Management Board.

Ernest brings more than 20 years of ICT experience leading various functions in Singapore and across the region. Prior to joining SPTel, as the Head of Enterprise Account management at AIS, he played a pivotal role in building the strategy and growing the Enterprise business during his 11 years in Thailand.

During his stint with AIS , he started the first digital roadmap and direct sales channels for the SME segment, implemented and put in place a successful account management practice and helped expand AIS’s enterprise portfolio from largely mobility to ICT services such as fixed connectivity, cloud and ICT solutions.

Mr. Lee’s experience covers every segment of the telecommunications business, from consumer, SME to Strategic Global accounts. His knowledge of the telecoms industry and strong business acumen enable him to establish strong partnerships with his customers and business associates.

As Deputy CEO, Mr. Lee is responsible for the growth of SPTEL’s business in connectivity, ICT solutions and managed services. He currently leads all go-to-market strategy and operations for SPTel.

Mr Tan Choon Chai is a veteran in the Telecommunication and Technology industry with over 20 years of experience in product development and management, business strategy and execution, end to end customer experience and design innovation, business process transformation and IT digitalization.

He has an extensive portfolio experience across various technology and solution domains including Business Digitalization and Automation, Software Defined Network (SDN), Cloud Solutions (XaaS/CDN/Virtualisation), Data Centre, Mobility, Data Networking and Cybersecurity.

Teck Cheong is the Vice President of Operations in SPTel. His primary focus is in Service Delivery, Service Assurance, Infra Planning, Infra Implementation and Facilities Management.

He is a veteran with 30 years of experience in the ICT industry where he started his ICT career with Singtel as an engineer supporting the operation of traditional maritime communications. He eventually took up a dual functional role of engineering planner and provisioning manager and rolled out Singtel’s very first IP network over Satellite with its own ASN. As part of career diversification, he ran the Technical Assistance Centre providing technical support to domestic and international B2B customers.

Mr Chua Wee Sen has almost 20 years of experience in finance and has honed his edge in business partnering. Before joining SPTel, he was with StarHub as its Assistant Vice President of Finance, working with the Enterprise Business Group, ensuring business decisions and models are financially sound.

At SPTel, Mr Chua oversees finance-related functions as well as procurement, supply chain and bid management.

Mr Chua holds a Bachelor of Civil Engineering (Honours) from the National University of Singapore and a Masters of Professional Accounting from the Singapore Management University. He is a Chartered Accountant of Institute of Singapore Chartered Accountants.

Mr Heng Kwee Tong is the Head of Engineering and Customer Solutions at SPTel, handling key functions such as research, engineering design and implementation of enterprise network services, Edge Cloud and IoT.

He is a veteran in the Telecommunication and Technology Industry with over 20 years of extensive experience and led the implementation of IPTV and FTTH services in Singapore. He brings with him invaluable knowledge of the Telecoms and Technology industry. He has also spoken in numerous industry forums and was a member of IMDA Technical Standard Technical Committee as well as ITE Engineering and IT Academic Advisory Committee.

Mr Heng was also co-inventor of 2 patents in RFID and Sigma-Delta Modulation Code Division Multiple Access Receiver, and published more than 10 international journals. He has also recently published 2 White Papers titled “The Road to 5G Services” and “Accelerating Multi-Access Edge Cloud and IoT for Smart Nation”. Prior to joining SPTel, he was responsible for leading key initiatives in 5G transport and Software Defined Network (SDN) at a major telco.

Ms Susan Loh is a consummate and passionate leader with more than 20 years of Telecommunications experience in sales, product and business development.

Her career has spanned many exciting domains such as cloud computing, Software-as-a-Service (SaaS), cyber security and IOT. She has taken on leadership roles to champion Information Communications Technology (ICT) adoption with a team of SaaS and cloud computing sales managers through a 3 year ICT sales transformation project that focused on new revenue streams and deepening market share in emerging technology to achieve year on year revenue growth targets.

Most recently, she has spearheaded the launch of Singapore’s first IoT Platform as a Service (IoTaaS). This revolutionary solution enables IoT service providers to deploy solutions on a common platform, leveraging Edge Computing for ultra-responsive device performance, and, has been showcased at leading exhibitions such as IoT Asia. It has also won an award at the Singapore Business Review’s Technology Excellence Awards 2019 in the IoT Telecommunications category.

Ms Loh is effectively bilingual in English and Mandarin, and she has been a speaker and moderator at ICT industry events and seminars.

With more than 25 years of working experience in telecommunications, Yeok Peng has held leadership roles in a broad portfolio that includes product innovation & development, product management, presales, planning and software development.

In her current role as VP (Managed Services) in SPTel, she spearheads the Managed Services business and is also the lead project manager in the delivery of SPTel’s next generation Telco services. This game changing development will enable SPTel to leverage on a cloud ready software defined network, with fully digitalised services and end-to-end automation to deliver on demand services, network self-healing and improved customer control and transparency for network services.

Kwong Leong is the Director for Business Strategy, Operations and Regulatory. He has over 16 years of experience in the Energy, Media and Telecommunications industry mainly focusing on business planning, sales operations and wholesale account management.

He was previously involved in business development as well as various automation and digitalisation projects.

Lee Chew is a member of the ST Engineering Executive Committee and holds the positions of Group Chief Commercial Officer (Market Development) and President Smart City & Digital Solutions.

As Group Chief Commercial Officer (Market Development), Lee Chew will work with business leaders across the Group to build market presence, expand account coverage and strengthen partnerships. In her role as President for Smart City & Digital Solutions, she leads the international growth and market expansion for Smart City and Digital businesses, enabling customers to create digital experiences and transform operational efficiencies through the use of cloud, artificial intelligence, data analytics, the internet of things and digital connectivity.

Lee Chew also has oversight of the Group’s Urban Solutions and Satellite Communications businesses, a role she has assumed since joining the Group in September 2021.

Before joining ST Engineering, Lee Chew was the Managing Director, Worldwide Public Sector (ASEAN) from Amazon Web Services, responsible for leading new business growth through the adoption of AWS services as an enabler to deliver technology transformation at scale for organizations.

Prior to that, she was with Hewlett-Packard Enterprise for more than 20 years, last serving as the Senior Vice President of global Hybrid IT Sales and Category Management based in Palo Alto, California, where she led the go-to-market planning and execution of product sales strategies for the company’s Data Center Infrastructure and Software Defined technology portfolio globally.

Having operated out of Singapore and California with business experiences in North America, Latin America, Europe and Asia, Lee Chew is a firm believer in talent development and a strong advocate for diversity. She is appointed as the President for the Women in Tech Chapter at the Singapore Computer Society, serves on the Board of Infocomm Media Development Authority of Singapore and the Advisory Board of EDPR APAC. In addition, she is a member on the Board of Governors for Temasek Polytechnic and the Vice Chairperson on the Board of the Singapore Heart Foundation.

Lee Chew holds a Bachelor of Arts (Hons) in Philosophy from National University of Singapore.

Managing Director, Sustainable Energy Solutions SP Group Harsha is the Managing Director at SP Group, Sustainable Energy Solutions, Singapore. Harsha oversees the growth and development of SP’s sustainable energy solutions such as district cooling, EV charging, renewables and microgrid solutions across various sectors and industries in Singapore. He also sits on the Board of Singapore District Cooling Pte Ltd, Labrador Real Estate Pte. Ltd., Singapore District Cooling AMK Pte. Ltd., SP Energy Services Pte. Ltd., SP Mobility Pte. Ltd., SP Sustainability & Engineering Pte. Ltd., SDC Science Park Pte. Ltd. and SDC Tampines Pte. Ltd. When Harsha first joined SP in 2018, he was at SP Digital – the digital arm of SP Group, where he led the development of EnergyTech and Sustainable Building products for commercial real-estate customers. The digital offerings provide customers with cost efficient solutions to monitor and manage utilities consumption while generating insights to drive energy and operational efficiency. An Engineering and Electronics graduate from Nanyang Technological University, Harsha is a green advocate and is deeply passionate about delivering practical, yet impactful sustainability-focused products and solutions for various segments in Singapore.

Mr Chew Men Leong is the President/Head, Urban Solutions of ST Engineering, a global technology, defence and engineering group with a diverse portfolio of businesses across the aerospace, smart city, defence and public security segments. Appointed to this role on 1 January 2021, he leads the Group’s global smart city business in the areas of mobility, utilities, infrastructure, connectivity, autonomous and sustainable solutions.

Mr Chew previously served as the Group’s Chief Marketing Officer during which he oversaw the marketing of smart city solutions and defence exports, while holding the concurrent appointment as the Deputy President and President (Defence Business) for its Marine arm.

Prior to ST Engineering, Mr Chew held various senior management and leadership roles. He served as the Chief Executive of the Land Transport Authority and oversaw operations and transformation of Singapore’s land transportation system. He also served as the Chief Executive of the Public Utilities Board and was responsible for ensuring an adequate and sustainable water supply for Singapore.

Mr Chew began his career with the Singapore Armed Forces (SAF) and remained in service with the SAF for 25 years. He held various appointments including Chief of the Republic of Singapore Navy (RSN) during which he operationalised key aspects of the Third Generation RSN and transformed its capabilities.

Mr Chew graduated from Imperial College London with a Bachelor’s degree (First Class Honours) in Electrical and Electronic Engineering. He obtained a Master of Science in Management from Stanford University, and graduated from the Advanced Management Programme at Wharton School of Business.

Mr Jimmy Khoo is the Chief Executive Officer of SP PowerGrid Limited (SPPG), which operates and maintains the electricity and gas transmission and distribution networks in Singapore. It is a member of the Singapore Power Group (SP Group), a leading energy utilities company in Asia Pacific.

Prior to the current appointment, he was the Chief Executive Officer of Singapore District Cooling (SDC), a key subsidiary of the SP Group. SDC provides centralised production of chilled water in the premium district of Marina Bay and is the largest fully underground network in the world.

He previously headed SP Group’s Business Ventures responsible for commercial and technology initiatives and various operational roles such as the grid planning division and Singapore’s Liquefied Natural Gas Terminal project. He has also been involved in overseas projects, being the Managing Director (Australia Investments) based in Melbourne.

He was previously a Brigadier General holding senior appointments in the Ministry of Defence. He led the Joint Staff and the Future Systems Directorate responsible for disruptive technologies and led the initiative to transform the Singapore Armed Forces in the early 2000s.

Mr Khoo enjoys breaking mindsets and looking at things from different perspectives. He is a maverick by nature and by profession in his job in the Future Systems Directorate. He continues to champion disruption in SP Group and has been the driver behind various innovation in district cooling.

Mr Lim Chin Hu has held many Directorships and besides being a board director of SPTel, is also currently on the board of the Singapore Exchange, Kulicke & Soffa, Citibank Singapore as well as Heliconia Capital Management. He holds a Bachelor of Science from La Trobe University, Melbourne Australia and is a fellow of the Singapore Institute of Directors.

Mr Ong Teng Koon joined SP Group in 2016 as Managing Director in Group CEO’s office and is currently the Head of Regulatory Management of Singapore Power Limited. He also sits on the Board of SP PowerAssets Limited, PowerGas Limited, Singapore District Cooling Pte. Ltd., SP Group Treasury Pte. Ltd., SPTel Pte. Ltd., Power Automation Pte. Ltd., SP Real Estate Holdings Pte. Ltd. and SPComm Pte. Ltd. He spent more than a decade at Goldman Sachs and Morgan Stanley where he traded commodities in Chicago, London, Tokyo, Shanghai and Singapore.

Mr Ong served as a Member of Parliament of Singapore from 2011 to 2020.

Mr Ong graduated with a Masters in Finance from Princeton University and a Bachelor of Science in Economics with First Class Honours from the London School of Economics.

Mr Lim Chuan Poh graduated in 1978 with a Bachelor of Arts (Hons) in Engineering Science from Balliol College, Oxford University on an Overseas Merit Scholarship awarded by the Singapore Public Service Commission (PSC). He was subsequently awarded the Commonwealth Scholarship to study Public Health Engineering and obtained his Master of Science in 1988 from the Imperial College of Science & Technology in 1988.

Mr Lim spent 20 years in the Singapore Civil Service in Ministries such as Ministry of the Environment (ENV) and Ministry of Communications (MinCom). He left ENV in 1993 when he was the Deputy Commissioner of Public Health and Press Secretary to the Minister. He was then appointed Director -General of the Telecommunications Authority of Singapore (TAS) in 1994 where he was responsible for the liberalization of the telecommunications industry in SIngapore that brought in new service providers such as M1 and Starhub.

In 1996, Mr Lim was appointed the Deputy Secretary of MinCom, a position he held until 1998 when he left the Singapore Civil Service. Mr Lim was conferred the Public Administration Medal (Silver) in the 1996 National Day Awards by the Singapore Government. In 1998, Mr Lim joined Singtel as its Chief Executive in charge of Fixed Lines & Internet Business. Thereafter he held several key management positions in Singtel including CEO, Singtel Mobile and CEO, International Business. He retired from Singtel in 2010.

Since his retirement, Mr Lim has served as Advisor and Board Member in several private sector entities. He is currently the Non-Executive Chairman and Independent Director of Synagie Corporation and Advisor to Nokia Entreprise Business.

Mr Vincent Chong is President & CEO of ST Engineering, a global technology, defence and engineering group specialising in the aerospace, electronics, land systems and marine sectors. Under Vincent’s leadership, ST Engineering continues to strengthen its core businesses while pursuing new growth, with global expansion in defence and smart city business encompassing mobility, security, satcom and robotics.

Mr Chong joined ST Engineering in 2014 as President of Strategic Plans & Business Development of its Aerospace arm, and was the Group’s Deputy CEO (Corporate Development) before assuming his current role in October 2016.

Mr Chong has 20 years of global business experience from ExxonMobil with half of this time being based in Hong Kong, Japan, UK and the US. He held a wide span of senior positions in refinery process engineering, industrial and retail operations, product marketing and strategic planning.

Mr Chong is a board member of JTC Corporation, and a member of the Ministry of Trade and Industry’s International Advisory Panel for Advanced Manufacturing & Engineering. He is also a member of the Emerging Stronger Taskforce under the Future Economy Council, to review how Singapore can build new sources of dynamism and stay economically resilient going forward.

Mr Chong graduated in 1994 with First Class Honours in Mechanical Engineering from the National University of Singapore. He attended executive leadership programmes at Thunderbird School of Global Management and Columbia Business School.

Mrs Jeanne Cheng is the Chief Risk Officer of Singapore Power overseeing the Singapore Power Group risk and business continuity management. She is also currently a Director of SP PowerAssets Limited, PowerGas Limited, Singapore District Cooling Pte Ltd, SP Home Pte Ltd, SPI Energy Investments Pte Ltd, Singapore Power International Pte Ltd and SGSP (Australia) Assets Pty Ltd, SP Group’s subsidiary in Australia.

Mrs Cheng has been with the Singapore Power Group for more than 20 years and had held senior positions in Corporate Communications, Business Development and was the Managing Director of SP Services Ltd prior to her current appointment. Mrs Cheng graduated from NUS with a degree in Economics and is a Vice President of the Economic Society of Singapore.

An active grassroots leader, Mrs Cheng was awarded the Public Service Medal in 2009 and Public Service Star in 2017 and currently serves as the Chairman of the Tampines West Citizens’ Consultative Committee as well as Chairman of the Audit and Risk Committee of Tampines Town Council. In 2012, she was voted Power Woman of the Year at the Asian Utility Industry Awards. Mrs Cheng received the Work-Life Leadership Award in 2014 for her achievement in implementing work-from-home programmes. More recently, she was appointed as Justice of Peace.

Mr Ravinder Singh is the President of Electronics, ST Engineering. Appointed to this role on 1 January 2017, he leads the development of technologies and solutions for connected, secure and sustainable cities. He oversees businesses across Mobility, Satellite Systems and Communications, Public Safety and Security, Internet of Things, Defence and Cybersecurity.

Mr Singh also assumed the role of the President, Defence Business on 1 July 2017, and oversees the Defence products, services and solutions for the Group.

With over 30 years of technology and defence experience, Mr Singh has held various management and leadership positions. Previously, he was the President of ST Engineering’s Land Systems sector. Under his leadership, the Land Systems sector saw the development of innovative solutions for its customers in the defence and specialty vehicles segments, and advanced the growth of its international defence business.

In his earlier career, Mr Singh served as the Chief of Army, Singapore Armed Forces and the Deputy Secretary (Technology), Ministry of Defence, Singapore. During his career in the Singapore Armed Forces, he was awarded the SAF Overseas Training Award (Academic) and was conferred the Public Administration Medal (Military), Silver and Gold.

Mr Singh sits on the boards of the Agency for Science, Technology and Research (A*STAR), National Environment Agency Board and the Singapore Indian Development Association. He also serves on various committees. He is a member of the Services and Digital Economy Technology Roadmap Steering Committee, Infocomm Media Development Authority; the Committee on Autonomous Road Transport for Singapore, Ministry of Transport, and the Council of the Board for the Teaching and Testing of South Asian Languages, Ministry of Education.

Mr Singh holds a Bachelor of Arts in Engineering Science (First Class Honours) and a Master of Arts in Engineering Science from the University of Oxford. He was awarded the Singapore Armed Forces Postgraduate Scholarship and graduated from the Massachusetts Institute of Technology with a Master of Science in management. He attended the Advanced Management programme in Wharton Business School.
