SPTel is a joint venture between ST Engineering and SP Group and since 2017, SPTel has embarked on a journey to transform the business from a passive infrastructure leasing company into an advance digital services provider. Since then, SPTel has launched several key services into the market such as Software Defined Network (SDN), IOTaaS, Edge Computing, Managed Services and Enterprise Mobility.


SPTel is a strategic joint venture backed by 2 well known Temasek companies, ST Engineering and Sing Power Group.  Prior to Oct 2017, it was known as SP Telecom. For 19 years, we have been providing critical infrastructure to Starhub/Singapore Cable Vision to build up the Starhub fiber network. With significant investments from the 2 shareholders, the company has transformed into an Advanced Digital Service provider. About the Role

As VP/Head of Operations, the candidate will have to oversee activities across various departments, namely Operations Excellence, Network Deployment & Technical Support, Passive Infrastructure Planning and Implementation, Network Facilities Management, Service Delivery (for standard product and managed services), Integrated Operations Centre and Key Projects.

Candidate’s responsibilities include formulating strategies, ensuring regulatory compliance, managing the implementation of networks and systems. One also must design policies and ensure that customer service is up to standard from Day 1, supporting the business needs; The candidate also requires an innovative mind and a willingness to try out new dimensions of operations and a way to insert the “WOW” factor into the services we offer.

As a VP/Head of Operations, s/he must demonstrate solid leadership and analytical skills. A strong business acumen and a commitment to productivity is also indispensable in our field. You must possess the innovation as well as an iron will to overcome the various challenges s/he will face. Ultimately, a new generations VP/Head of Operations must not shy away from the harder task or the extra load. S/He will ensure staff productivity as well as personal excellence, working together with his team to meet the company’s goals.


This role reports to the CEO and successful candidate shall be part of SPTel’s Senior Leadership Team (SLT). S/He is expected to manage a sizable investment budget to deliver and support SPTel’s 10-years plan to establish Singapore’s most advanced ICT System & Network Infrastructure.

Candidate will need to formulate strategies with the Management Team, develop policies that will complement the strategies and implement effective processes and standards. S/He will need to manage, but not limited to the following areas.

  1. Participate in formulating the strategy, ISO and certification for all services offered by SPTel to achieve better efficiency and effectiveness and economic value.
  2. Work with relevant parties to define the process and procedure for service provisioning and delivery in meeting the agreed service level agreement for existing and new products/services.
  3. Provisioning and delivery services include circuit design and planning, project management, data centres/MDF/in-building work execution, field engineering dispatches and hand-over of the services offered by company to customers.
  4. Work with relevant parties to define the O&M process and procedure for existing systems and products/services to achieve better respond time and shorter time for fault isolation, service restoration and rectification
  5. Define the process and procedure for all network changes via the Network Change Request process minimizing disturbance to customers or cutting down unnecessary network changes, which could increase possibility of service interruption.
  6. Conduct regular Operations Self Audit and maintain a weekly Operations Excellence Dashboard to report on compliance and KPI/SLA performance
  7. Define the requirement of operations support systems (OSS) and other tools to assist operations in bringing out the best for the company in fulfilment and fault management
  8. Optimize the processes and procedure for operating services offer through audits, gap analysis and post-mortem exercises
  9. Constantly review and work on reducing operating cost through higher productivity, the use of tools and streamlining of resources and processes.
  10. Meet external customers to present and discuss on company’s methodology of provisioning, service delivery, operation, and maintenance to achieve better customer confidence level and satisfaction
  11. Establish and maintain excellent working relationships with suppliers/ vendors/ contractors to ensure company can leverage on these to enhance its ability to achieve its targets and goals


  1. The candidate should be a degree holder in Electrical Engineering /Computer Science or relevant degree
  2. The candidate should preferably have more than 15 years of working experience in telecommunications or info-communications industry, with experience in planning, implementation and operations matters.
  3. The candidate is required to have more than 5 years’ experience in a management position, handling a sizeable work force; and possess the capability to hold up the company goal through managing the teams and external relevant parties.
  4. The candidate must have the passion to lead and achieve as an individual/team
  5. Ability to work under pressure and meet tight deadlines without comprising on the quality of services.
  6. Self-starter with excellent communications and interpersonal skills with the ability to work with all levels and be able to motivate a sizable team
