OSS Technical Lead


  • Perform the role of an end-to-end Systems Digital Solution; holistic view and ownership of the entire application systems architecture, in order to support current and future business trends and requirements.
  • Lead large scale IT systems digitalisation implementation of OSS (Operation Support Systems) and provide architectural and technical direction
  • Analyse, clarify and translate the business requirements into functional and technical requirements; map out the architectural and technical design of the application/system to ensure functional integrity and completeness per business requirements
  • Responsible for traceability from requirements through to QA during application/systems implementation; define the test plans and testing strategies and in the creation of tests cases covering each class of application user and usage scenarios; drive the test process and end to end systems acceptance (functional tests, integration tests, user acceptance tests)
  • Develop and document the solution architecture and low level design for the SPTel suite of OSS application systems and responsible for design reviews, walk through and acceptance (OSS Orchestration with various Network Components/EMS, Resources and Network Inventory, Network and Service Assurance, Fault Management and Network performance Systems)
  • Define the solution in terms of its structural components and their interrelationships
  • Identify and specify interfaces between software components, applications and systems, and detail their interactions in support of the solution’s functionality
  • Assess how the solution meets expectations for performance, scalability, availability, reliability, usability, maintainability, extensibility and self-recovery
  • Map out use cases and requirements to system functionality, to articulate new functional software needs and the role of each class of application user; develop solution options, assess risks of solution options and manage/prioritize competing business demands
  • Define and manage project requirements: scope, time-line and milestones, development approach (buy/build/hybrid), resources and budget
  • Advise on tools, organization, processes and procedures needed to deliver, support and operate the proposed solution on a day-to-day and long-term basis
  • Own the data architecture design to ensure integrity of business requirements and compliance to organizational and regulatory requirements (eg. PDPA), where relevant
  • Ensure application/system incorporates best practices and design to fully realize the digital experience
  • Responsible to setup and manage the OSS Development Operations for SPTel in the future digitalized mode of operations


  • Degree in Computer Science or Engineering or related discipline
  • Candidate must have a minimum of 10 years software solutions architecture/analyst and telecommunications experience, and have a strong technical foundation in software development, solution architecture and enterprise system integration
  • Experience with full project lifecycle from conceptualisation, to requirements specification, development, integration, testing and delivery
  • Experience in DevOps and Agile Development
  • Experience in Programming/Scripting such as Java/J2EE as well as Web development such as Python, HTML and JavaScript
  • Experience in Database such as Oracle, MySQL and MSSQL
  • Experience in telecommunication domain related work with emphasis in Telecoms OSS Management systems such as Resource Management, Case Management, Fault and Performance Management and Service Orchestration
  • Strong knowledge in SDN, NFV and network design
  • Ability to communicate well with technical, non-technical people as well as management
  • Proven ability to translate business requirement into technical solutions
  • Experience and knowledge in BSS (Business Support System) is an advantage
